In 2006, Hodder ended its journal program and sold its list to SAGE Publications, except for Pain Reviews. The title had already been discontinued and, at the time, there were no options for moving it into a managed digital preservation service. Now, seven years later, Hodder has given Portico the right to preserve the title and to provide access to its nearly 500 participating libraries around the world. "This is an important development for libraries and scholars," commented Eileen Fenton, Portico's Executive Director. "There is volatility in the publishing market. Publications come and go, and titles that become orphaned over time need the kind of permanent preservation and care that Portico routinely provides for electronic scholarly literature. Our ability to ensure libraries will not lose access to content in the future provides all concerned—publishers, libraries and scholars—with the support necessary to transition securely to reliance on e-resources." Portico has secured the original digital files from IngentaConnect (a Publishing Technology service), Hodder's former technology provider, and has migrated them to an archival format, deposited the files into the archive, and is managing their preservation including migrating the content to new formats over time. The content will be removed from the Ingenta website. It has already been pushed out to the Portico delivery site for access by users at Portico participating institutions. "This is an important step forward in the academic publishing industry's shift to e-resources," said Louise Tutton, Senior Vice President, Publishing Technology. With more than 8,200 journals (~17 million articles) and 4,600 e-books from hundreds of scholarly societies and publishers now committed to the Portico archive - and Portico named as a post-cancellation access point for more than 80% of these titles - there is now substantial overlap between the archive and individual library holdings. (If you would like a custom report that compares your holdings to the Portico archive, please email us at info@portico.org. There is no charge for this report.) As the archive grows the value of Portico increases, and libraries' per title preservation costs decline, in many cases to substantially less than $1.00 per title (download illustration of per title preservation costs). Of course, more content is added to the archive daily, and our discussions with publishers not yet participating in Portico continue. In response to requests from publishers and libraries another critical milestone passed in 2008 was the launch of Portico's e-book preservation service, and discussions also are underway with publishers of digitized historical collections, such as historical newspapers. In addition, our investigation into the possibility of libraries preserving their unique digital collections in the Portico archive is progressing and will be completed later this year. These expanded services and the existing large-scale archive enable Portico to even more fully address the urgent digital preservation needs created by increased adoption of diverse digital scholarly resources. Our ongoing preservation work also enables us to continue to respond to trigger events, and in this economic environment we expect and are preparing for more in 2009. As we look ahead, several initiatives will be particularly important in 2009, as we strive for even greater transparency and expanded engagement with the community. We will work with the Center for Research Libraries (CRL) as they conduct a formal audit of the Portico archive as part of their work to independently analyze and report on the major repositories of interest to the CRL community. We also will work with select libraries to expand the means by which we evaluate the completeness of the archive, and we will conduct a significant migration of archival metadata to bring it in compliance with the current PREMIS preservation metadata standards. As we continue to address now critical preservation needs, I hope you will feel free to contact me with questions or suggestions. We especially welcome comments regarding content that you are eager to see added to the archive, and I look forward to hearing from you. It is the organizational home to Portico, a digital preservation service, and NITLE, a suite of services supporting the use of technology in liberal arts education. The new combined enterprise will be called Ithaka and will be dedicated to helping the academic community use digital technologies to advance scholarship and teaching and to reducing system-wide costs through collective action. This is a natural step for these organizations. JSTOR and Ithaka already work closely together, sharing a common history, values, and fundamental purpose. During 2008, the Ithaka-incubated resource Aluka was integrated into JSTOR as an initial step, further strengthening ties between the organizations. JSTOR will now join Portico and NITLE as a coordinated set of offerings made available under the Ithaka organizational name. As one organization, Ithaka will explore how to use its combined knowledge and experience to help its constituents in new ways. "The academic community has invested significantly in the important set of services that we manage and, together, they represent core elements of the networked digital infrastructure needed to support scholarship, research, and teaching.   • The majority of ALPSP publishers who responded to the survey believe long-term preservation to be a critical issue: 91% either agreed or strongly agreed with the statement "Long-term preservation is an issue which urgently needs to be addressed within the industry." 9% were neutral; no-one disagreed.
  • ALPSP publishers are strongly motivated to engage with preservation because of its critical importance to their customers, with over 90% of respondents citing this as a major motivating factor: a heartening response for those in the library community.
  • Although 68% of publishers reported understanding of preservation issues within their organization to be either 'good' or 'reasonable', the survey also revealed a wide range of concerns suggesting an overall lack of confidence, at least for the present. The survey revealed a strong desire amongst almost all publishers for the development of 'best practice' and industry standards.
  • There is some confusion surrounding the nature and extent of publisher participation in long-term preservation schemes, with high numbers of respondents declaring their organization to be participating in one or more initiatives and yet the schemes themselves reporting substantially lower numbers presently taking part.
  • Publisher views on who should take responsibility for long-term preservation also reveal some interesting contradictions: despite presently supporting a range of preservation schemes, a significant majority of publishers indicated they would in fact prefer other groups and institutions to take this responsibility on. National libraries in particular were a popular choice.
  • Finally, the survey revealed most publishers are clear about the distinction between ensuring long-term access and ensuring long-term preservation, with the majority believing they have clear responsibility for long-term access. A worryingly high number however admit to either not trusting their present strategy or not currently having any strategy to deliver here.

At ALA, Elsevier, a leading scientific journal, database and book publisher, announced an agreement to preserve in the Portico archive e-book content available in ScienceDirect. Portico is in active discussions with several other e-book publishers and will announce additional agreements as these are finalized.
  • Portico has also initiated preservation activities for digitized newspapers. Discussions with a number of leading publishers of current and historical digitized newspapers are underway, and we will keep the community apprised as these move ahead.
  • Portico also announced a new service to enable libraries to preserve locally created/digitized electronic scholarly materials within the Portico archive. Fifteen institutions have agreed to work with Portico in the introductory phase of this service. These institutions include:

    Portico and Ithaka Release Results of Digital Preservation Survey of U.S. Library Directors Thu, 05 Jun 2008 00:00:00 -0500 aldenta Newly Signed Publishers Urgent Action" to preserve scholarly e-journals. Over two years later in January 2008, Portico and Ithaka invited 1,371 library directors of four-year colleges and universities in the United States to respond to a survey examining current perspectives on the preservation of e-journals. This survey finds widespread agreement that the potential loss of e-journals is unacceptable, and a significant majority of library directors believe their own institution has a responsibility to take action to prevent an intolerable loss of the scholarly record. Most larger libraries responding now support one or more e-journal preservation initiatives; however, the majority of respondents from smaller libraries have yet to support any preservation effort and secure permanent access to e-journals for their institutions. The survey findings raise a range of important questions about how the responsibility for preservation of critical electronic resources should be supported by the community, even as electronic resources expenditures expand substantially at libraries across the spectrum. We hope that this report will be a catalyst for leaders of libraries, consortia, and other organizations to continue the important strategic discussions begun in 2005 about the urgent digital preservation need.   • Through its support of the Portico archive the Irish Research Electronic Library (IReL) program - a national initiative under the aegis of the IUA and Science Foundation Ireland designed to provide online access to thousands of quality peer-reviewed research publications across a range of disciplines - incorporates long-term digital preservation and access protection for a growing number of titles. Robin Adams, Librarian of Trinity College Dublin and Secretary of the IUA Librarians' Group described the decision to participate in Portico as a "cost effective means for the IUA to address digital preservation responsibilities and to protect the substantial investment made in the IReL which provides an internationally competitive research infrastructure to Ireland's universities." Because SAGE Publications, a leading international publisher of electronic media, journals and books, has ensured that Graft is preserved in the Portico archive and because Graft will not be offered by any other commercial online source, Portico will "light up" this portion of the Portico archive and provide access to literature that otherwise would be lost to the scholarly community. Through this first trigger event Portico demonstrates how publishers, archives, and libraries can cooperatively provide a permanent archive of scholarly literature published in electronic form and avoid a permanent gap in the scholarly record. On December 3, 2007, Portico will make Graft available to its library participants via the Portico website and access via SAGE will end December 31, 2007. Most publishers and libraries are still working to develop archival strategies and identify appropriate partners. At this point, two certainties stand in sharp relief. First, building and sustaining effective and robust preservation solutions requires broad support from a diverse array of publishers and libraries. Second, in this dynamic environment much can be gained by active communications and sharing of experiences among responsible parties. To address in a small way the community's need for open communications, three libraries participating in Portico have agreed to share their perspective on digital preservation and strategies being developed at their institutions. We share these perspectives with you in the hope they may usefully contribute to discussions underway at your organization. We appreciate the openness and unique voices of the colleagues whose perspectives follow, and we look forward to hearing from others as digital preservation strategies continue to be developed.       Linda Connors Head, Acquisitions & Collection Development Department, Library Drew University New Jersey, United States "Like many other small institutions, Drew University does not have adequate funding to pay for both print and online versions of journals if the online version costs extra; with the exception of titles in JSTOR, Project Muse and similar collections we have retained print subscriptions. For all JSTOR journals for which our holdings are incomplete or split between bound volumes and microform, we withdraw all bound volumes and microform from circulation. This policy recognizes that a catalog listing with multiple formats and locations is confusing to users and that some users have assumed that a partial run means that JSTOR does not include those particular volumes. In a few cases where we have a complete run of a journal in bound volumes and only in a subject where we offer the Ph.D degree, we have retained the bound volumes. We may re-think this decision in the future. "Despite our users' preference for electronic journals, we have been reluctant to move in that direction exclusively, in part, because of our concern about maintaining an electronic archive. We simply would not be able to do this on our own and thus would be relying on the journal publisher to maintain its archive, and understanding that, we became an Archive Founder of Portico in 2006. "Keeping in mind that access to Portico requires a trigger event, we have decided that with the 2008 renewals, we will convert to electronic-only all those titles which are committed to Portico. As additional titles become part of Portico we will mark them for conversion to electronic with the next renewal cycle. We are applying this decision across-the-board: we are not agonizing over whether Professor X really prefers print or whether the illustrations in a given subject are better in print (and as one colleague pointed out, if you photocopy from an art journal, it's in black and white. If you print from the electronic, it's in color). "Our library is also using this information to plan for future growth in the periodicals stacks and we are canceling the corresponding microform subscriptions. This policy recognizes that patrons rarely want to browse scholarly journals in print. What they want to do is find the citation and click through to the full-text article. Portico allows us to provide the electronic journal this year without worrying whether the electronic version will continue to be available in future years. We anticipate considerable savings in time: electronic issues do not have to be checked in, stamped with ownership marks, shelved and re-shelved, gathered and sent to the bindery or be replaced by microform."

Horrell Dean of Libraries and Librarian of the College Dartmouth College Library Dartmouth College New Hampshire, United States "As many research libraries are faced with the challenge of meeting the expectations, demands, and necessity (now often with a single e-format) of providing electronic journals, we have the responsibility of developing a strategy for preserving them. We believe, at this early stage of thinking and planning, we need to take advantage of multiple approaches to the preservation of the varied electronic formats we purchase or license. It is not certain what models or services will ultimately be successful but we cannot wait, for the real and perceived risk is too great not to make reasonable commitments. Our approach at Dartmouth, a private four-year liberal arts college, is to participate in projects or services which fit within this strategy. "Early on Dartmouth joined the LOCKSS alliance as one mechanism for attempting to preserve those titles under their responsibility.With the announcement of the establishment of Portico, we felt it was an excellent program for preserving a continually expanding array of scholarly electronic journals. The ever-growing list of contributing publishers and titles is at the center of the content we feel must make arrangements for ongoing access. We see Portico as an "insurance policy" in the event of problems of access from the publisher or if, for some reason, we must discontinue a license and need ongoing access, provided by the original terms of our agreement. The credibility of Portico, with its roots in the Andrew W. Mellon Foundation and the collaboration with JSTOR in this area, is very strong. It is clear that serious and realistic thought has been given to creating Portico and it provides a level of assurance that we are doing what we can for this aspect of our collections. In the end, it is a matter of trust that Portico will be there and we have confidence in them. Another important aspect of our support of Portico is the collaboration of publishers and libraries as we see this as equally beneficial. Also, sharing the costs is vital to making this successful. We are now routinely asking potential vendors in license negotiations if they are participating in Portico and if not, why not? "In terms of our overall strategy for preserving electronic content, we see Portico as one piece of the whole. We realize we need to build or outsource other parts of the infrastructure for different formats and categories of our collections. Portico helps us with our discussions with faculty and students about storage decisions for print knowing that we may not need to maintain certain materials or they may be stored off-site. We believe the Portico concept could be expanded to other formats. Portico has a solid plan and infrastructure to support it."

The strategy of UCL Library Services is to keep researchers in Science, Technology and Medicine out of the library buildings altogether. Instead, the Library wishes to offer electronic delivery to its users 24x7, anytime, any place, anywhere. "One of the great constraints in moving to e-only delivery – canceling our paper copies – is the lack of trusted digital archive arrangements. For 2007, UCL has engaged in a pilot whereby just over 500 journal titles have been cancelled in paper copy, where the digital equivalent exists in Portico. UCL will rely on publishers for e-delivery and will rely on Portico for digital archiving and providing long-term trusted digital access when defined trigger events lead to loss of access to publishers' content. UCL became an Archive Founder member of Portico in December 2006. Should the pilot be successful, UCL believes that it will have a scaleable option for managing the entirety of it research collections of journal literature. "UCL Library Services sees digital curation as one of the deliverables of its new Library Strategy. In the LIFE project, a collaboration with the British Library, LIFE (Phase 1) has developed a Generic Preservation Model for costing digital curation at an item level: preservation equals technology watch plus preservation frequency multiplied by overall preservation action. "All this fits into a formula for identifying the whole lifecycle costs of digital objects over time. LIFE (Phase 2) is further refining and developing the formulae. The result will establish benchmarks for local digital curation services in a University or National Library. It is irresponsible to create or store digital objects and not to curate them digitally. The result of this work will facilitate the creation of a local digital curation service in UCL Library Services. "However, UCL does not see itself as having a role in the e-curation of e-journals. It looks to Portico and similar offerings for this and is happy to work in collaboration with partners to support the maintenance of trusted digital repositories across the globe. Publishers not only committed their titles to Portico this past year, but they also began to submit their content for ingest and normalization in the archive. As the year ended, more than 343,000 articles from 587 titles representing seven publishers had been preserved. Archived content may be viewed by librarians for audit and verification purposes via the Portico website, which is operated and maintained for us by JSTOR. This portion of the website was activated in September, and passwords were distributed to designated librarians at participating institutions. The initial group of Portico library participants, or "Archive Founders", was also remarkable. At the close of 2006, 351 libraries were eligible for this designation, covering a spectrum of institutions from small liberal arts colleges to large university systems. Interestingly, almost 25% of the participation from this initial group came from eight countries outside the U.S. In addition, Portico initiated agreements with 20 different consortia, which were instrumental in educating their constituents about e-archiving in general and Portico in particular. Throughout our library discussions, it has been clear that regardless of institution size, librarians are now actively formulating archival strategies appropriately matched to institutional preservation needs. Throughout the year Portico was also actively engaged in a variety of initiatives within the preservation community. For instance, we participated in the Center for Research Libraries (CRL) project to develop formal repository audit and certification procedures. This project included hosting a test audit of the Portico archive by CRL in March, and a report on the project is forthcoming from CRL. We also participated in meetings of the members of the Library of Congress' National Digital Information Infrastructure Preservation Program (NDIIPP) network and continued our service on the National Library of Medicine's (NLM) DTD Advisory Board. In addition, Portico staff shared the results of our early work at more than 20 conferences and over 100 library and consortia visits throughout the year. Although 2006 was a very full year, 2007 promises to be even busier! Our priorities for this year are clear. We will work to significantly increase the scale of our ingest operations to effectively manage the growing body of content that has been entrusted to our care. We will continue to broaden our publisher and library participant base, and we will continue to enhance our communications with the community, seeking especially to strengthen our capacity to communicate details of the archive's holdings as they grow. As Portico's work progresses, we are mindful that we carry out our archival role on behalf of the publishers and libraries that have collaborated with us to make this reliable, permanent journal archive a reality. The partnership with Portico will ensure that the over 2,100 current and formerly published journals on Elsevier's ScienceDirect service are preserved in a permanent archive for posterity. Elsevier has long been a leader in the area of permanent e-journal preservation and an advocate of publisher responsibility for digital archiving. In 1996 Elsevier began depositing e-copies of its Dutch imprint journals with the Koninklijke Bibliotheek (KB), the National Library of the Netherlands. Discussions with the KB continued in 2000 for it to become Elsevier's first official archive, leading to the current agreement to archive all Elsevier ScienceDirect journals. Since that time, Elsevier has been seeking additional trusted third parties around the world to be official archives and the new agreement with Portico is a major step in this global plan. "Partnering with Portico was a natural choice in continuing our goal of permanent archiving. Permanent preservation of journals is a common goal for both libraries and publishers. It is essential to preserve scholarly works.     National Digital Information Infrastructure and Preservation Program

    In December 2000 Congress authorized the Library of Congress to develop and execute a congressionally approved plan for a National Digital Information Infrastructure and Preservation Program. A $99.8 million congressional appropriation was made to establish the program. According to Conference Report (H. Rept. 106-1033), "The overall plan should set forth a strategy for the Library of Congress, in collaboration with other federal and nonfederal entities, to identify a national network of libraries and other organizations with responsibilities for collecting digital materials that will provide access to and maintain those materials. … In addition to developing this strategy, the plan shall set forth, in concert with the Copyright Office, the policies, protocols and strategies for the long-term preservation of such materials, including the technological infrastructure required at the Library of Congress." The goal is to build a network of committed partners working through a preservation architecture with defined roles and responsibilities. The complete text of the "Plan for the National Digital Information Infrastructure and Preservation Program" is available at www.digitalpreservation.gov. This includes an explanation of how the plan was developed, who the Library worked with to develop the plan and the key components of the digital preservation infrastructure. The plan was approved by Congress in December 2002. The Library of Congress is the largest library in the world. The NDL Program's flagship American Memory project, in collaboration with other institutions nationwide, makes freely available more than 10 million American historical items.
